School Governance

Decisions made by educational leaders at the Legislature, the Public Education Department, and local school boards have profound impacts that permeate down to the classroom level. While individuals may have disagreements about specific programs and policies, the overarching structures that govern public schools should strive to work in concert, moving New Mexico forward in spite of differences of opinions and changes in leadership. Dysfunction at any level of school governance can impact the effectiveness of school programs, ultimately getting in the way of student success. Without strong, consistent leadership and a shared statewide vision for public education, Legislative investments may not reach their full potential. The Legislature has an interest in ensuring the state develops and maintains a shared vision for excellent education and has well-trained school leaders and effective structures of school administration to ensure its investments are effectively implemented.

2024 Interim Priorities

  • Study effective school governance models. LESC will study models of school governance designed to improve continuity of state leadership, incorporate broader community voice, and build a cohesive statewide vision for education statewide.

  • Monitor school board training requirements. A new law enacted in 2023 will require school board members to participate in certain annual training requirements. LESC will monitor the state’s implementation of the law to maximize the effectiveness of school board trainings.
