Mr. President:

Your EDUCATION COMMITTEE, to whom has been referred

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 1, line 11, after "EDUCATION" insert "AND THE DEPARTMENT OF HEALTH".

2. On page 1, line 17, after "disturbed" strike the remainder of the line and strike line 18 up to the comma and insert in lieu thereof "and to provide appropriate mental health support services".

3. On page 2, strike lines 5 through 22 and insert in lieu thereof:

"WHEREAS, there is a need for professional development for all school personnel from qualified mental health professionals in order to learn how to deal with and refer at-risk or troubled youth to appropriate support programs; and".

4. On page 2, line 23, strike "an" and after "identification" insert ", recent research, screening measures".

5. On page 3, line 3, strike "be" and strike all of lines 4 through 8 and insert in lieu thereof:

"and the department of health be requested to examine and recommend programs to identify troubled children through screening and assessment measures, to recommend intervention programs to address the problems identified and to develop a plan to train teachers in dealing with and referring troubled youth to appropriate support programs; and

BE IT FURTHER RESOLVED that the state department of public education and the department of health seek the assistance of mental health professionals, parents, representatives of the developmentally disabled community, teachers and public school counselors and administrators in carrying out this study; and".

6. On page 3, line 10, strike "report its" and insert in lieu thereof "and the department of health report their".

7. On page 3, line 15, after "instruction" insert "and the secretary of health".
