SUMMARY



Synopsis of Bill



Senate Joint Memorial 1 requests that resurfacing of State Highway 264 from Yah-Ta-Hey to the Arizona border be placed on the State Highway Commission five year plan. The total length of this highway is sixteen miles. Six miles of the road is already scheduled to be resurfaced in 1999-2000. The remaining ten miles would have to be added to the five year plan.



Significant Issues



If this project is added to the SHTD five-year plan, it would displace funding intended for other projects identified in SHTD District Six, unless the SHTD identified additional revenue sources to fund the project.



Highway 264 is twelve years old and has deteriorated significantly since it was built. It will require extensive work to bring back to adequate condition. The project would include patching, base repair and a 2" asphalt overlay.



FISCAL IMPLICATIONS



This resurfacing project will cost approximately $2.7 million and would be funded from the State Road Fund. If this project is funded, other projects would have to be reduced by this amount. For the purpose of this report, I will assume that the project would be funded in FY1999-2000 so the six mile portion of the project can be consolidated with the remaining ten mile portion of the project.



ADMINISTRATIVE IMPLICATIONS



The project planning, design and management would not cause any additional workload for the SHTD Administrative Office or the District Six Office.

1. What project(s) would be reduced in scope or eliminated by adding this project to the five-year plan?



2. If additional funds are identified for district maintenance, can this project be added to the five-year plan without affecting other projects?
