Mr. President:

Your FINANCE COMMITTEE, to whom has been referred

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 1, line 15, before the period insert "; DECLARING AN EMERGENCY".

2. On pages 1 through 4, strike Sections 1 and 2 in their entirety.

3. Renumber the succeeding sections accordingly.

4. On page 5, line 1, strike the bracket and line-through.

5. On page 5, strike lines 2 through 5 and insert in lieu thereof:

"A. one-fourth to the local governments road fund; and

B. three-fourths to the highway infrastructure fund."".

6. On page 17, line 12, after "fund," insert "and".

7. On page 17, line 14, after "EFFECTIVE" strike the remainder of the line, strike all of lines 15 through 18 and insert in lieu thereof:

"DATE.--The effective date of the provisions of this act is July 1, 1999.

Section 6. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.".
