Mr. Speaker:
Your APPROPRIATIONS AND FINANCE COMMITTEE, to whom has been referred
has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:
1. Strike House Appropriations and Finance Committee Amendment 1.
2. On page 1, line 21, after "Act" strike the remainder of the line, strike line 22 and strike line 23 up to the semicolon.
3. On page 134, line 24, after the period insert "The private company currently housing female inmates shall be afforded the right of first refusal in housing penitentiary of New Mexico south male inmates transferred to privately operated facilities.".
4. On page 175, line 16, strike "expenditure in fiscal year 2000 for".
5. On page 193, between lines 7 and 8, insert the following new subsection:
"I. If Senate Bill 5 and Senate Bill 23 or similar legislation of the forty-fourth legislature, first special session become law, one million five hundred thousand dollars ($1,500,000) is appropriated from the general fund operating reserve to the human services department to enroll and provide medicaid services to new and unduplicated children under one hundred eighty-five percent of poverty, contingent on certification by the secretary of human services to the secretary of finance and administration and review by the legislative finance committee and approval by the state board of finance that additional money is needed to support the fiscal year 2000 base budget authorized expenditures for enrolling and providing medicaid services to new children."
6. On page 198, between lines 15 and 16, insert the following new subsection:
"A. The legislature intends to reinstitute the budget review and adjustment pilot project after the forty-fourth legislature, second session.".
7. Reletter the succeeding subsections accordingly.
8. On page 198, line 25, strike "and".
9. On page 199, line 4, strike the period and insert in lieu thereof "; and" and between lines 4 and 5, insert the following new paragraph:
"(5) "federal funds" means any payments by the United States government to state government or agencies except those payments made in accordance with the federal Mineral Lands Leasing Act and except those payments made in accordance with the federal temporary assistance for needy families block grant and the federal Workforce Investment Act of 1998.".
10. Correct all typographical and grammatical errors, renumber and reletter all sections and subsections, adjust all totals and subtotals, adjust language and delete bracketed material.
