MAKING AN APPROPRIATION FOR SCHOOL VIOLENCE PREVENTION PLANS; DECLARING AN EMERGENCY.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. APPROPRIATION.--One million dollars ($1,000,000) is appropriated from the general fund to the state department of public education for expenditure in fiscal years 2000 and 2001 to provide funding to school districts that submit proposals for innovative plans to curb school violence. The department shall provide copies of its request for proposals to all school districts by July 15, 1999 and shall make awards of funding by October 1, 1999. The department may fund all or part of a proposal, may fund a proposal for one or two fiscal years and may fund a capital outlay request if it is an integral part of an acceptable violence prevention plan. Any unexpended or unencumbered balance remaining at the end of fiscal year 2001 shall revert to the general fund.
Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
