44TH LEGISLATURE - STATE OF NEW MEXICO - FIRST SESSION, 1999
REQUESTING THAT THE CHILDREN, YOUTH AND FAMILIES DEPARTMENT STUDY THE ISSUES SURROUNDING LICENSURE OF CHILD-CARE PROVIDERS IN CONJUNCTION WITH THE IMPLEMENTATION OF THE CHILD CARE DEVELOPMENT BLOCK GRANT.
WHEREAS, most child-care providers in New Mexico are licensed or registered by the children, youth and families department; and
WHEREAS, certain child-care providers are exempt from licensure or registration by the children, youth and families department; and
WHEREAS, the children, youth and families department is responsible for the administration of the child care development black grant; and
WHEREAS, the child care development block grant requires assurances regarding the safety of children for whom state subsidies are provided and regarding the quality of child care;
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO that the children, youth and families department study which child-care providers should be licensed or registered to comply with the child care development block grant requirements; and
BE IT FURTHER RESOLVED that the children, youth and families department contact various child-care providers and other advocates to seek their input on the issue of licensure and registration of providers; and
BE IT FURTHER RESOLVED that the children, youth and families department report its findings to the welfare reform oversight committee by December 31, 1999; and
BE IT FURTHER RESOLVED that copies of this memorial be sent to the children, youth and families department.
