44TH LEGISLATURE - STATE OF NEW MEXICO - FIRST SESSION, 1999
REQUESTING THE NEW MEXICO LEGISLATIVE COUNCIL TO CONSIDER MAKING IMPROVEMENTS TO THE CAPITOL'S VENTILATION SYSTEM FOR IMPROVED AIR CIRCULATION IN LEGISLATIVE COMMITTEE ROOMS.
WHEREAS, legislative sessions place maximum demand upon the capitol's mechanical systems, especially the ventilation, heating and cooling systems; and
WHEREAS, the current capitol remodeling project includes not only new legislative offices in the old state library but additional committee rooms in the roundhouse; and
WHEREAS, these new committee rooms will have an improved ventilation, cooling and heating system that includes computer-monitored and controlled temperature adjustment capability; and
WHEREAS, currently only the two largest committee meeting rooms have dual-controlled ventilation systems; and
WHEREAS, the smaller legislative committee rooms easily become overheated and stuffy, making it difficult for legislators and the public to concentrate on the business at hand; and
WHEREAS, new technology would allow improved ventilation, heating and cooling of all the legislative committee rooms; and
WHEREAS, it is not a major difficulty to include in the remodeling project a switch to computer-controlled ventilation, heating and cooling for all the legislative committee meeting rooms;
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the New Mexico legislative council direct the legislative council service to seek a cost estimate to allow for computer-controlled ventilation, heating and cooling in all legislative committee meeting rooms and to proceed with necessary change orders in order to improve air circulation in those rooms; and
BE IT FURTHER RESOLVED that a copy of this memorial be sent to the New Mexico legislative council.
