RECOGNIZING THE INTERNATIONAL TRANSBOUNDARY RESOURCES CENTER OF THE UNIVERSITY OF NEW MEXICO SCHOOL OF LAW AND ITS FOUNDER-DIRECTOR ALBERT E. UTTON.
WHEREAS, the international transboundary resources center, or the center, of the university of New Mexico school of law has been in existence since 1987; and
WHEREAS, the mission of the center is to promote the equitable and sustainable management and utilization of transboundary resources through impartial expertise, multi-disciplinary scholarship and preventive diplomacy; and
WHEREAS, the work of the center is internationally recognized through the tireless efforts of its founder and executive director, Professor Albert E. Utton; and
WHEREAS, Professor Albert E. Utton passed away on September 29, 1998; and
WHEREAS, the university of New Mexico school of law intends to reorganize and continue the valuable work of the center in honor of Professor Albert E. Utton; and
WHEREAS, the reorganized center will study interstate as well as international water issues and recommend solutions to those serious issues affecting all New Mexicans; and
WHEREAS, the reorganized center will conduct all efforts with complete impartiality; and
WHEREAS, the reorganize center will also focus on identifying and promoting the prevention of problems;
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that the work of the international transboundary resources center be continued and expanded; and
BE IT FURTHER RESOLVED that a copy of this memorial be transmitted to the New Mexico congressional delegation, the president of the university of New Mexico, the state engineer and Mary Utton.
