Your AGRICULTURE AND WATER RESOURCES COMMITTEE, to whom has been referred

HOUSE MEMORIAL 21

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 1, line 13, after "TRUST" insert "OR OTHER MECHANISM".

2. On page 1, between lines 16 and 17, insert the following new paragraphs to read:

"WHEREAS, agricultural water use is a critical element of the state's economy and a continuing healthy economy depends upon rational water policy and water transfers; and

WHEREAS, water rights holders depend on their beneficial use of water for economic survival and, therefore, view the water right as a property right; and".

3. On page 1, line 24, strike "rights" and insert in lieu thereof "for beneficial use".

4. On page 2, line 6, after "trust" insert "or other mechanism".

5. On page 2, line 7, strike "rights" and insert in lieu thereof "beneficial use".

6. On page 2, line 8, after "rights" insert "under terms and conditions that minimize negative social, cultural, economic or other impacts on water rights areas of origin".
