44TH LEGISLATURE - STATE OF NEW MEXICO - FIRST SESSION, 1999
REQUESTING INTRASTATE NATURAL GAS MARKET DEVELOPMENT.
WHEREAS, New Mexico has consistently ranked fourth in production of natural gas among producing states; and
WHEREAS, New Mexico ranks second among states in its holdings of on-shore natural gas reserves; and
WHEREAS, in 1975 the New Mexico legislature created the energy, minerals and natural resources department with a host of mandates that included the assurance of adequate energy resources for all New Mexico communities; and
WHEREAS, in 1988 the New Mexico legislature passed legislation for the promotion of New Mexico-produced natural gas and in 1989 created and "institutionalized" the office of interstate natural gas markets; and
WHEREAS, natural gas market expansion necessarily should include expansion of intrastate natural gas markets; and
WHEREAS, some communities in the state have demonstrated a need to use natural gas for a reliable fuel source for their long-term well-being;
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the office of interstate natural gas markets be directed to work with New Mexico counties, municipalities and regions in addressing their needs in order to strengthen New Mexico's intrastate natural gas system; and
BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the director of the office of interstate natural gas markets, the secretary of energy, minerals and natural resources and the governor.
