FOR THE LEGISLATIVE FINANCE COMMITTEE
A JOINT MEMORIAL
REQUESTING QUALITY ASSURANCE IN MEDICAID MANAGED CARE.
WHEREAS, the legislature wants to ensure that clients of the medicaid managed care system are satisfied with the services provided; and
WHEREAS, the legislature expects that health management organizations will solicit and appropriately respond to public input; and
WHEREAS, the legislature wants to prevent medicaid managed care clients from receiving substandard health care; and
WHEREAS, the legislature wants to ensure that clients have access to medicaid managed care;
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that quality assurance in the medicaid managed care environment be assured; and
BE IT FURTHER RESOLVED that aggregation of data among health management organizations occur; and
BE IT FURTHER RESOLVED that improvement of the quality of case management services occur; and
BE IT FURTHER RESOLVED that improvement of the grievance process occur; and
BE IT FURTHER RESOLVED that the referral process be strengthened; and
BE IT FURTHER RESOLVED that consumers be provided uniform applications and forms; and
BE IT FURTHER RESOLVED that a uniform process for denials be created; and
BE IT FURTHER RESOLVED that the state department of public education take a more meaningful role in policy development as it affects children; and
BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the secretaries of health and human services, the superintendent of public instruction, the secretary of the United States department of health and human services and to the health management organizations that provide medicaid managed care services in New Mexico.
