44TH LEGISLATURE - STATE OF NEW MEXICO - FIRST SESSION, 1999
REQUESTING THE GOVERNOR AND THE SECRETARY OF STATE TO ISSUE AND PROCLAIM THE OFFICIAL TARTAN OF NEW MEXICO.
WHEREAS, many New Mexicans of Scottish descent have made significant contributions to the culture of New Mexico; and
WHEREAS, the Saint Andrew Scottish society of New Mexico solicited tartan pattern designs and subsequently held a vote and selected a tartan from thirty-one submissions to be called the New Mexico land of enchantment tartan; and
WHEREAS, the official tartan is a distinct tartan that may be worn by any resident or friend of New Mexico whether or not of Scottish heritage; and
WHEREAS, the official state tartan is comprised of a pattern designed from the tartan of our first territorial governor, James S. Calhoun; and
WHEREAS, the deep blue and green are symbolic of the colors of our first governor's tartan; and
WHEREAS, the gold is reflective of our New Mexican desert; and
WHEREAS, the brilliance of the red symbolizes the red in our flag and the red stripe in the tartan of our first territorial governor James S. Calhoun; and
WHEREAS, to officially register a tartan with the Scottish tartan society in Pitlochry, Scotland, legislative action is required;
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the governor and the secretary of state be requested to issue and proclaim the official tartan as the tartan having a pattern or sett consisting of primary blocks of deep blue and green separated by bands of red and two bands of gold based on the ancient Colquhoun tartan, the tartan of our first territorial governor; and
BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the governor and to the secretary of state.
