Synopsis of Bill



SM 31 requests the United States Forest Service (USFS) and the Bureau of Land Management (BLM) to comply with the federal Organic Administration Act and the Water Resources Planning Act to restore watersheds on the national forests and BLM rangelands in New Mexico for improved water production of these lands for the citizens of New Mexico and downstream states.



The memorial requests the cooperation of the USFS, the BLM and the Environmental Protection Agency (EPA) with the Interstate Stream Commission (ISC), the State Land Office (SLO) and the Soil and Water Conservation Districts in restoring watersheds for the purposes of favorable waterflows.



SM 31 resolves that a cooperative management plan be developed and submitted to the appropriate interim committee by November 1999. Additionally, the memorial resolves that the ISC present its regional water plans to the USFS and the BLM for the purpose of federal compliance with the Organic Administration Act and the Water Resources Planning Act.
