SUMMARY
Synopsis of Bill
Senate Indian and Cultural Affairs Committee Substitute for Senate Bill 759 appropriates $55,000 from the general fund to the New Mexico Office of Indian Affairs to contract for training in parenting and family management in the Crownpoint area of McKinley County.
Significant Issues
Crownpoint is located in the northwestern region of New Mexico and in the mid-southern part of the "checkerboard" area, approximately 125 miles northwest of Albuquerque. There are 17 chapters in the Crownpoint Service Unit with a population of over 14,000 people with concentrations in the communities of Baca, Thoreau and Crownpoint.
The Gallup Indian Medical Center, 57 miles southwest of Crownpoint, is the primary health referral center and offers a Crownpoint Service Unit which provides general medical, prenatal and well-child clinic services. The Community Health Nursing Program provides home visits to provide services ranging from prenatal supervision to care for the chronically ill. The state's Maternal and Child Health Program (MCH) involves the community health nurses in teaching the mother-to-be in well-baby clinics and in postpartum teaching. The MCH program and school health activities provide a strong program of immunizations, physical examinations and screening, and teaching to help parents realize the importance of health care for their children.
Statistical information relative to parenting and family management needs in the Crownpoint area was unavailable.
FISCAL IMPLICATIONS
There would be minimal fiscal and administrative impact on the Office of Indian Affairs. The bill provides that the services be contracted.
