SUMMARY
Synopsis of Bill
The bill would appropriate $200.0 general fund in FY2000 for the following uses: 1) $100.0 to the Tourism Department to assist communities along U.S. Route 66 to develop and create marketing and promotional material for the seventy-fifth anniversary celebration [of that highway] and 2) $100.0 to the Economic Development Department to provide technical, architectural, design and revitalization services to the communities along U.S. Route 66 in preparation for the seventy-fifth anniversary celebration. Unexpended balances remaining at the end of FY2000 would revert to the general fund.
Significant Issues
According to the Tourism Department, the July 2001 celebration of Route 66, which was designated a U.S. highway in 1926, has the support of the Albuquerque Convention and Visitors Bureau and of the New Mexico Route 66 Association. The New Mexico Department of Tourism did not request funds for this purpose in its FY2000 budget, but this appropriation would allow that agency additional funds to promote this celebration.
ADMINISTRATIVE IMPLICATIONS
According to the Tourism Department, the bill does not include salaries and benefits for the personnel who would be needed to supervise and coordinate the marketing and promotional material for the celebration. Existing staff may not be sufficient for this purpose. The Tourism Department could administer these funds with existing staff if the funds could be contracted to another organization for this purpose.
