Synopsis of Bill



Senate Bill 610 appropriates $150,000 from the general fund to the New Mexico Office of Indian Affairs to contract to provide self-sufficient living training and services for veterans and their families in Gallup, New Mexico.



Significant Issues



The proposed bill does not define "self-sufficient living training," therefore, it is difficult to determine if the appropriation would provide services to disabled veterans, recently returned veterans, or all veterans. The bill does not clarify the type of services to be provided. Would the services include scholarships, license plates, tax exemptions, disability claims assistance, educational opportunities, etc.?



FISCAL IMPLICATIONS



The Veterans' Service Commission currently maintains Native American service officers in Gallup and in their rural program. The commission has the personnel, expertise and other operating essentials to provide services to veterans. The appropriation contained in Senate Bill 610 may duplicate services already being provided by the Veterans' Service Commission. It may be more practical to appropriate the funds to the commission to expand their services for providing self-sufficient living training and services for veterans and their families.
