SUMMARY



Synopsis of Bill



This bill would appropriate one hundred sixteen thousand dollars ($116,000) from the general fund to the Department of Public Education for expenditure in fiscal year 2000.



The funding is to be used administer and score the new Four Skills Exam, Prueba de Español para la Certificación Bilingue (Spanish Exam for Bilingual Certification). This exam is to endorse teachers licenses in bilingual education. The exam will be performed and administered at TVI in Albuquerque.



Significant Issues



The Department of Education Reports that four hundred and fifty schools throughout New Mexico have a bilingual education program. The Bilingual Multicultural Education Act and the New Mexico State Board of Education require teachers to receive an endorsement to their teaching license to provide instruction in bilingual education programs. This appropriation will make this possible.



FISCAL IMPLICATIONS



This legislation will have a non-recurring negative impact on the general fund of one hundred sixteen thousand dollars ($116,000).





ADMINISTRATIVE IMPLICATIONS



Oversight monitoring, and revisions to the exam are carried out by the staff of the Learning Services Division Bilingual Education Unit. Form B of the exam is currently under development. They report no additional administrative impact.
