SUMMARY



Synopsis of Bill



The bill proposes increasing the hunting permits from one to two for the taking of bighorn rams. The second new permit would be available through a lottery, while the original permit would remain distributed via auction.

Significant Issues



Currently, the auction of one bighorn sheep hunting permit raises from $41.0 to $110.0. The proceeds of the auction are used for bighorn sheep management including the endangered desert bighorn.



FISCAL IMPLICATIONS



The DGF indicates issuing a new hunting permit for a second bighorn ram would raise approximately $10.0. However, auction of the current single permit available for taking a bighorn ram raises up to $110.0.



ADMINISTRATIVE IMPLICATIONS



The DGF indicates the administrative costs associated with setting up the lottery to issue the new permit would be approximately $1.0.



TECHNICAL ISSUES



Currently, the DGF administers the "Bighorn Sheep Auction Fund" (fund code 772). The bill does not specify if proceeds from the bighorn sheep lottery would be deposited into the bighorn sheep auction fund, or if a new fund would be created.
