SUMMARY



Synopsis of Bill



The bill proposes to remove the local matching requirements for counties or municipalities to leverage funds from the local government road fund administered by SHTD. Funds would be distributed from the local government road fund for the cooperative agreements program, municipal arterial program, school bus routes program, and county arterial program with no matching funds required from local governments.

FISCAL IMPLICATIONS



Currently, the cooperative agreement and school bus route programs require a 40 percent match from local governments; while the municipal arterial and county arterial programs require a 25 percent match.

Senate Bill 481 relates to HB685, Gasoline Tax Revenue for Road Projects, which would earmark all gasoline tax revenue that flows to local or municipal road funds or general funds strictly for use on local road improvements.
