SUMMARY



Synopsis of Bill



Senate Bill 465 provides a general fund appropriation of $550.0 to the LGD to fund the operations of the several Councils of Governments in New Mexico. These Councils are also known as regional planning districts.



FISCAL IMPLICATIONS



The bill makes a general fund appropriation of $550.0 for the purpose stated above for expenditure in FY2000. Unexpended or unencumbered balances remaining at the end of FY2000 revert to the general fund.



DUPLICATION/RELATIONSHIP



In prior years, yearly appropriations have been authorized for the Council of Governments through the General Appropriations Act, House Bill 2, through the special appropriations section within DFA. The General Appropriations Act of 1998 included $275.0 in general fund for FY99 for the Council of Governments. The proposed House Appropriations and Finance Committee substitute for House Bill 2 of the 1999 regular legislative session includes $525.0 for the Council of Governments.



Senate Bill 465 also relates to Senate Bill 379 which provides a general fund appropriation of $275.0 to increase the funding for regional planning districts, which is for the same purpose as the appropriation to the Council of Governments.
