SUMMARY



Synopsis of Bill



The bill adds one member to the Gaming Control Board (GCB) who would be a representative of nonprofit gaming operators. The bill would be effective July 1, 1999.



Significant Issues



There has been considerable discussion as to whether the ex officio members of the GCB (the chairman of the State Racing Commission and the chairman of the board of the Lottery Authority) have conflicts of interest, because they serve on a board which is affiliated with competitors of gaming operators under the Gaming Control Act (horse racing, lottery). While HB272 and SB12 are proposed to remove the ex officio members of the GCB, this bill would attempt to balance the conflicts of the ex officio members by adding a member representing the other major group which would be allowed to operate gaming enterprises-veterans and fraternal organizations.



FISCAL IMPLICATIONS



DPS anticipates additional cost to conduct background checks of the additional GCB member.
