SUMMARY
Synopsis of Bill
This bill appropriates $1,000.0 to the Commission on Higher Education for the purpose of developing, expanding and supporting broad-based entry-level high skills training programs at community colleges statewide. The appropriation may also be used for instructors, curriculum implementation, laboratory development, equipment operation and maintenance support. Each college receiving funds shall provide an equal amount of funding from a source other than the general fund.
FISCAL IMPLICATIONS
The appropriation of $1,000.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY00 shall revert to the general fund.
ADMINISTRATIVE IMPLICATIONS
As the fiscal agent for this appropriation, the CHE notes an administrative impact.

This bill duplicates House Bill 273.
OTHER SUBSTANTIVE ISSUES
According to the CHE, this project was the highest of two funding request priorities made by the Association of Community Colleges. It is a collaborative project between the state's two-year institutions and the private sector.
