The Senate Education Committee amendment is technical in nature and does not change the original analysis.
Synopsis of Bill
Senate Bill 392 enacts a new section of the Public School Code cited as the Individual Services Model Act to aid students at-risk of dropping out of school. This bill also appropriates $2,000.0 to SDE to fund provisions of the act.
Significant Issues
According to SDE, this proposal is designed similar to the model for service used by the Division of Vocational Rehabilitation to provide support for individuals with disabilities. This same model would be implemented at the community level for individual students to receive the services they need in order to successfully graduate.
This model provides local demonstration or pilot programs that focus on individual needs of students and families and that develop individualized services.
FISCAL IMPLICATIONS
This bill appropriates $2,000.0 from the general fund to SDE for expenditure in fiscal years 2000 through 2002 to fund the provisions of the act. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the general fund.
ADMINISTRATIVE IMPLICATIONS
SDE indicates that the agency will administer the program with current staff.
DOH indicates that the agency will provide support to SDE in the planning and implementation of the demonstration projects with current staff.
CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP
This bill relates to SB 173 which enacts the Student Alternatives Act and requires Department of Finance and Administration (DFA) to develop a pilot program to provide alternative educational opportunities for students.
