SUMMARY



Synopsis of Bill



This bill appropriates $250.0 to SDE for the purpose of funding teacher and administrator summer academies designed to provide participants with work-related experiences for use in classroom instruction.



Significant Issues



The appropriation is contingent upon obtaining an equal or greater amount of matching funds from sources other than state funds.



FISCAL IMPLICATIONS



This bill appropriates $250.0 to SDE for expenditure in fiscal year 2000. Any unexpended or unencumbered balance remaining at the end of fiscal year 2000 shall revert to the general fund.



According to SDE, in fiscal year 1998, the State Board of Education awarded $196.0 from special project funds for Summer Academies, and received matching funds in the amount of $250.0 from the Lockheed Martin Corporation.



ADMINISTRATIVE IMPLICATIONS



The State Department of Public Education would provide fiscal and oversight responsibilities for this program with existing staff.



CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP



This bill relates to the Professional Development Bill, SB110.



Included in SB3/aSEC, is $3.0 million dollars for professional development. Teacher and administrator summer academies could be accomplished with funding provided in this bill.



OTHER SUBSTANTIVE ISSUES



According to SDE, the teacher and administrator summer academies provide elementary teachers with professional development opportunities in math and science to increase their knowledge and to enhance their instructional practices.
