SUMMARY
Synopsis of Bill
Senate Bill 368 appropriates 500.0 from the general fund to the Department of Health for expenditure in FY 2000 for the purpose of supporting a statewide youth suicide prevention program through the county maternal and child health planning councils. Unexpended funds revert to the general fund at the end of FY 2000.
Significant Issues
At the present time there are 24 counties that have active maternal and child health councils and there are 4 additional counties that are in the process of forming councils. The council framework provides an opportunity to involve the local communities when planning and designing health programs at the local level. The incidence and prevalence of suicide in New Mexico's youth is at seriously high levels. There are many reasons youth contemplate suicide and the involvement and participation by youth has the advantage of developing programs and services that will be effective and used by the youth of the communities.
FISCAL IMPLICATIONS
The Department of Health has the necessary fiscal and contract administration experience and resources to properly administer these monies.
ADMINISTRATIVE IMPLICATIONS
Administration of these programs is within the budgeted capacity of the Department of Health.
