SUMMARY
Synopsis of Bill
Senate Bill 365 appropriates 200.0 from the general fund to the Department Of Health for expenditure in FY 2000 to provide operational funding for the community clinic in the Hondo Valley.
Significant Issues
The need for primary care in rural areas of New Mexico has been well documented with over thirty counties having some areas defined as under-served for health care. Addition of monies for these purposes has been a recurring need over the past years.
FISCAL IMPLICATIONS
Appropriation of these monies is in addition to the monies appropriated under the rural primary health care act. Administration of the appropriations for rural primary care under the act assures distributions based on clinic utilization and other factors that are not considered under this bill.
ADMINISTRATIVE IMPLICATIONS
Administration of these monies is within the budgeted capacity of the Department of Health.
CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP
This proposed appropriation is in addition to the monies appropriated under the Rural Primary Health Care Act. Duplicates HB179.
TECHNICAL ISSUES
New clinics can receive technical assistance and other help through the primary care network that is managed by the Department of Health.

1. Will this clinic become part of the primary care network that has been established and which works well in New Mexico?
