SUMMARY



Synopsis of Bill



This bill appropriates $100.0 to the Board of Regents of the University of New Mexico for the purpose of funding a teacher recruitment and preparation program that focuses on recruiting high school students who have the interest and aptitude to become teachers, provides summer training and involves family members in the process of become teaching professionals.



Significant Issues



According to the CHE, the project proposed in this bill was not submitted in the list of eleven special project requests submitted by the institution. Data indicate that 1,850 new teachers will be needed each year for the next decade. Currently the state produces approximately 1,200-1,300 new teachers per year, a number of which leave the state or choose not to teach.



FISCAL IMPLICATIONS



The appropriation of $100.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY00 shall revert to the general fund.

CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP



This bill duplicates House Bill 434. This bill also relates to House Joint Memorial 1, and House Bills 157 and 330.



OTHER SUBSTANTIVE ISSUES



A spokesperson from UNM's College of Education has indicated that the program proposed in this bill could be developed as a component of a larger program, modeled after the Golden Apple Teachers Program which addresses advanced professional development for teachers.
