Senate Bill 245 appropriates $50,000.0 to SDE to provide all certified teachers in the public schools a salary increase of $2.5.
FISCAL IMPLICATIONS
Senate Bill 245 appropriates $50,000.0 to SDE for expenditure in fiscal year 2000. Any unexpended or unencumbered balance remaining at the end of fiscal year 2000 shall revert to the general fund.
According to "A First Look at New Mexico Public School Budgets 1998-99" published by SDE, there are 19,825 certified teachers. This estimate includes teachers grades 1-12, special education teachers, early childhood education teachers, and preschool teachers. The cost to provide each of these teachers with a $2,500.00 salary increase is $49,562.5.
CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP
Both HB3/aHEC and SB3/aSEC contain compensation appropriations for certified teachers and other school personnel. HB3/aHEC contains sufficient funds for an average 5.5 percent salary increase for all public school employees. SB3/aSEC contains sufficient funds for an average 7 percent salary increase for teachers and an average 5 percent salary increase for other certified and non-certified school employees.
OTHER SUBSTANTIVE ISSUES
According to SDE, 22-5-4 NMSA 1978 requires local boards of education to "fix the salaries of all employees and certified school personnel of the school district." By requiring a specific salary increase, this bill would limit a local school boards' ability to set their respective schedules.
