SUMMARY



Synopsis of SPAC Amendment



The Senate Public Affairs Committee amended SB243 to make the appropriation to the Department of Health; to specify that $9,396.0 is to be used for the DD waiver program and $12,604.0 to provide personal support services to persons not enrolled in the DD waiver program; and to add an emergency clause.



Synopsis of Bill



Senate Bill 243 appropriates $22.0 million from the general fund to the Human Services Department to provide services through the Medicaid Developmentally Disabled (DD) waiver program.



Significant Issues



The federal Medicaid match rate for federal fiscal year 2000 is 74.13 percent, therefore, this appropriation will generate roughly $63.0 million in federal revenues.



Currently, the number of persons on the waiting list for DD waiver services is approximately 1,400. The appropriation in this bill will expand programs sufficiently to cover everyone on the waiting list as well as additional eligibles. However, it is questionable whether there is sufficient capacity among service providers for the additional eligibles this appropriation will generate.



TECHNICAL ISSUES



Funding for DD programs have traditionally been appropriated to the Department of Health. In order to maintain uniformity in appropriations, the receiving agency should be changed from the Human Services Department to the Department of Health.
