The Senate Education Committee amendment would require SDE to complete the public school capital outlay evaluation by November 30, 1999.



Synopsis of Bill



Senate Bill 239 appropriates $564.0 to SDE for expenditure in fiscal years 1999 and 2000 to complete and manage the public school capital outlay evaluation and funding system. This bill also appropriates $62.0 to Department of Finance and Administration for expenditure in fiscal years 1999 and 2000 to complete and manage the public school capital outlay evaluation and funding system.



Significant Issues



One of the recommendations of the Public School Capital Outlay Task force was to add two additional professional staff to State Department of Public Education and one additional professional staff to Department of Finance and Administration (DFA) to operate, maintain and administer a statewide capital outlay database. The task force also recommended a request for funding to complete a database that was started earlier this year which gathered data from school facilities for 170 schools located in 35 districts.



This bill implements the recommendations of the Public School Capital Outlay Equity Task Force.



FISCAL IMPLICATIONS



This bill appropriates $564.0 from the general fund to SDE for expenditure in fiscal years 1999 and 2000. Any unexpended or unencumbered balance remaining at the end of fiscal year 2000 shall revert to the general fund. According to SDE, the cost to complete the capital outlay database is $440.0 and the cost for 2 additional FTE is $124.0.



This bill also appropriates $62.0 from the general fund to DFA for expenditure in fiscal years 1999 and 2000. Any unexpended or unencumbered balance remaining at the end of fiscal year 2000 shall revert to the general fund.



ADMINISTRATIVE IMPLICATIONS



This bill provides funding for two additional FTE at SDE and one additional FTE at DFA to operate, and maintain a capital outlay database.



CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP



Included in HB 3/aHEC and SB3/aSEC for the State Department of Public Education is $123.7 and two permanent positions to operate and maintain the public school capital outlay database. Also included in HB2 is $440.0 from the Computer Systems Enhancement Fund to complete the capital outlay database with SDE cash balances.
