SUMMARY
Synopsis of Bill
This bill appropriates $148,025 to the Board of Regents of Eastern New Mexico University for the purpose of providing additional staff for the aviation maintenance department of the ENMU-Roswell Branch campus in Chaves county.
Significant Issues
According to the CHE, the project proposed in this bill was not submitted in the special project request made by the institution. The funding would be used to increase enrollment to the desired level of 120 students.
FISCAL IMPLICATIONS
The appropriation of $148.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY00 shall revert to the general fund.
ADMINISTRATIVE IMPLICATIONS
The funding proposed in this bill would be used to hire 4.0 FTE.
CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP
This bill relates to Senate Capital Outlay Request 298 which indicates a need of $1,747.5 to design, construct and equip facilities adjacent to the Roswell Industrial Air Center. This expansion is necessary in order for the aviation maintenance department to retain FAA certification with the desired increase in enrollment to 120 students.
OTHER SUBSTANTIVE ISSUES
The CHE suggests the following language: The institution receiving the appropriation in this bill shall submit a program evaluation to the LFC and CHE by August 1, 2002, detailing the benefits to the State of New Mexico.
