SUMMARY



Synopsis of Bill



This bill appropriates $150.0 to the Board of the Santa Fe Community College to implement a student success initiative for teachers and students.



Significant Issues



According to the CHE, the project proposed in this bill was the 1st of four special project requests made by the institution.



FISCAL IMPLICATIONS



The appropriation of $150.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY00 shall revert to the general fund.



DUPLICATION



This bill duplicates House Bill 264.





OTHER SUBSTANTIVE ISSUES



According to the CHE, the appropriation proposed in this bill will provide funding to develop a curriculum for entering students that will acclimate them to the rigors of campus life, raise their retention rate and teach them necessary career development skills.



The CHE suggests the following language: The institution receiving the appropriation in this bill shall submit a program evaluation to the LFC and CHE by August 1, 2002, detailing the benefits to the State of New Mexico.
