SUMMARY
Synopsis of Bill
This bill appropriates $50.0 to the State Department of Education to provide economic education instruction and other business-related training to elementary and secondary public school teachers in the state.
Significant Issues
According to SDE, this bill aligns with the State Board of Education's goal of preparing a qualified workforce. If students are to become economically independent and proficient in workplace knowledge and skills, teachers must be adequately prepared to provide economic education instruction and business-related training to students.
FISCAL IMPLICATIONS
Senate Bill 209 appropriates $50.0 from the general fund for expenditure in fiscal year 2000. Any unexpended or unencumbered balances remaining at the end of the fiscal year 2000 shall revert to the general fund.
ADMINISTRATIVE IMPLICATIONS
The State Department of Education staff will distribute and monitor the funds. The department will provide administrative support with existing resources.
CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP
Included in SB3 and HB3/aHEC is $1,500.0 for professional development to be distributed statewide to local school districts. Both bills also provide resources for the professional development of teachers. HJM1 and SB110 also address the professional development of teachers.
OTHER SUBSTANTIVE
The department notes that it is unclear if this appropriation is targeted for elementary and secondary teachers or how the funding is to be allocated among school districts.
