SUMMARY
Synopsis of Bill
The bill would appropriate $25.0 general fund to the Office of Cultural Affairs in FY2000 to celebrate the centennial of the closing of Fort Bayard. Unexpended balances would revert at the end of FY2000.
Significant Issues
Fort Bayard was established on the frontier in 1863 to protect settlers and miners from Apache attacks. It was a base of operations for a division of african-american "Buffalo Soldiers." The fort became a military hospital in 1899 and today serves as Fort Bayard Medical Center, a part of the New Mexico Health Department. Residents of Ft. Bayard--along with some 15 sponsoring agencies--are planning a community celebration on September 25-26, 1999 to commemorate the closing of the fort in 1899.
According to comments by the Tourism Department on a similar bill last year, funding for this celebration will increase the visibility of Fort Bayard, of the role of the Buffalo Soldiers in protecting New Mexico, and related tourist attractions (Fort Selden State Monument and others in southwest New Mexico).
FISCAL IMPLICATIONS
Regarding a similar bill last year, the OCA anticipated no substantial fiscal or administrative impact from this bill, aside from the appropriation contained therein.
