Synopsis of Bill
Senate Bill 169 appropriates $100.0 to SDE to provide training and support services for reading recovery programs.
Significant Issues
According to SDE, reading recovery is an early intervention program designed to assist children in first grade who are not mastering reading and writing skills. The program is designed to move students who are performing at a low level, up to the class average where they can benefit from regular classroom instruction. The goal of the program is accelerated learning.
FISCAL IMPLICATIONS
Senate Bill 169 appropriates $100.0 from the general fund to SDE for expenditure in fiscal year 2000. Any unexpended or unencumbered balance remaining at the end of fiscal year 2000 shall revert to the general fund.
ADMINISTRATIVE IMPLICATIONS
SDE indicates that current staff could handle this project; however, should a significant number of special projects be approved, SDE would require additional staff.
