Synopsis of Bill



Senate Bill 154 requires that validation stickers that currently must be placed on the license plate of a vehicle would be placed instead on the vehicle window.



FISCAL IMPLICATIONS



Senate Bill contains no appropriation.



ADMINISTRATIVE IMPLICATIONS



According to TRD. Programming changes will take 120 hours, assuming the size or design of the sticker is changed pursuant to the provisions of the bill. Because it would be necessary to use a large sticker for visibility reasons, some costs increases will be incurred. In addition, the department has over a year's supply of stickers on hand, the invalidation of this inventory is another cost.



TECHNICAL ISSUES



There are a significant number of vehicle owners who have taken advantage of the Department's offer of two year registration. These vehicles have valid stickers that will expire in early 2001. It would be preferable for the transition provision to be extended so that all stickers must be in windows by July 1,2001.
