SUMMARY



Synopsis of Bill



Senate Bill 145 appropriates $350.0 to SDE for a statewide public service learning program that integrates service learning into academic curricula and other educational initiatives so that students, including students with disabilities, are provided public service learning opportunities.

Significant Issues



According to SDE, service learning is an applied student learning methodology focused on a community service project and can be implemented a t any grade level.



The bill requires SDE to collaborate with the commission on higher education to ensure involvement of post-secondary educational institutions.





FISCAL IMPLICATIONS



This bill appropriates $350.0 to SDE from the general fund for expenditure in fiscal year 2000. Any unexpended or unencumbered balance remaining at the end of fiscal year 2000 shall revert to the general fund.



SDE indicates that the appropriation contained in this bill could be used to match federal funds received through a grant from the Corporation for National Service. The state is required to match dollar for dollar in order to continue receiving federal funds. The current grants funds service learning at 14 schools throughout New Mexico.



ADMINISTRATIVE IMPLICATIONS



According to SDE, this project can be handled by existing staff.
