SUMMARY
Synopsis of Bill
Senate Bill 83 provides an emergency appropriation of $150.0 for fiscal year 1999 through fiscal year 2002 to the Board of Nursing from the Board of Nursing Fund. The purpose of the funds are to continue a statewide nursing needs assessment that is already underway, and planned to continue through fiscal year 2002.
Significant Issues
The Board indicates that they could not absorb the cost out of its fiscal year 1999 budget or the fiscal year 2000 budget request and still maintain the functions of the board as required by statute. In addition, the Board indicates that they maintain a cash balance of $1,019.6 and the $150.0 could be appropriated from this fund.
The Department of Health indicates that the bill covers an area that is typically in the purview of agencies such as the Health Policy Commission and the Commission on Higher Education, however, neither of these agencies are designated participants in the study process
FISCAL IMPLICATIONS
The bill appropriates $150.0 from the Board of Nursing Fund for fiscal year 1999 through fiscal year 2002. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 will revert to the Board of Nursing Fund.
ADMINISTRATIVE IMPLICATIONS
The Board of Nursing indicates there will be additional administrative functions performed to conduct this study. However, the additional funds will allow the agency to issue Requests for Proposals for the contract. The additional administrative functions will be absorbed within their current capacity.
