SUMMARY



Synopsis of Bill



The bill provides an appropriation to LGD for FY2000 to assist qualified rural public transportation programs in meeting federal match requirements for federal public transportation grants. Local communities would be required to provide at least a 25 percent match. The bill also directs LGD to coordinate with the public transportation programs bureau of the State Highway and Transportation Department to select the rural areas that will receive funding.



FISCAL IMPLICATIONS



The bill provides a general fund appropriation of $700.0 for this purpose for FY2000. Any unexpended or unencumbered balance remaining at the end of fiscal year 2000 reverts to the general fund.



RELATIONSHIP



Funding is also available for public transportation through state funding of local road projects through the local government road fund, the general fund, general obligation bonds and severance tax bonds.



TECHNICAL ISSUES



SHTD identifies the following issues:



On page 1, line 20 strike "in meeting federal match requirements for federal public transportation grants. Assistance shall be provided only to rural transportation programs that contribute at least twenty-five percent local match."



"Identify 'rural public transportation programs' as any community with less than 50,000 in population."
