SUMMARY
Synopsis of Bill
Senate Bill 39 appropriates $5,000.0 to CYFD for the state funded Head Start program to serve children eligible to receive temporary assistance for needy families.
Significant Issues
CYFD was appropriated $5, 000.0 from the general fund in the 43rd legislative session, the department is expected to fully utilize these funds for this program. The department will continue to perform outreach to increase the number of children being served under the Head Start program and assist the Human Services Department in its Maintenance of Effort under New Mexico Works Act.
FISCAL IMPLICATIONS
Senate Bill 39 appropriates $5,000.0 from the general fund and is recurring.
ADMINISTRATIVE IMPLICATIONS
The department currently administers the Head Start program.
CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP
The CYFD includes this amount in the FY00 budget request and the LFC and Executive has both made recommendations for FY00.
OTHER SUBSTANTIVE ISSUES
Senate Bill 39 would require that the Secretary of Human Services Department certify to the Secretary of Finance and Administration that CYFD has entered into an agreement that provides for appropriate administrative and accounting procedures and oversight by the Human Services Department to ensure that expenditures will meet all federal and state requirements for maintenance of effort.
