Synopsis of SEC Amendment



The Senate Education Committee amendment does not change the intent of the bill. The amendment increases the appropriation from $65.0 to $95.0.



Synopsis of Bill



Senate Bill 27 appropriates $65.0 from the general fund to CYFD to support the Youth Build Program in Bernalillo county.



Significant Issues



The Youth Program services include training and leadership opportunities for high-risk youth, construction of affordable housing and community revitalization in Bernalillo county.



FISCAL IMPLICATIONS



Senate Bill 27 contains an appropriation of $65.0 for FY00. Unexpended funds will revert to the general fund. The Executive and LFC budget recommendations do not include this program funding.





ADMINISTRATIVE IMPLICATIONS



According to CYFD, administrative impact would be minimal as the department already has in place a process and FTE to develop and monitor a community-based contract.



OTHER SUBSTANTIVE ISSUES



CYFD indicates that currently $128.3 is funded for an Urban Construction Program in Bernalillo county. Passage of Senate Bill 27 would create two similar programs. The department raises concern that the appropriation is not sufficient to operate a program. They suggest that combining the two appropriations would be more efficient.



Senate Bill appropriates a specific program and could violate the procurement code regulations.
