Synopsis of SFC Amendment



The Senate Finance Committee amendment would increase the number of authorized temporary employees at the State Fair to 30.



Synopsis of Bill



This bill sets out the FY2000 appropriation for the New Mexico State Fair (Fair). The Fair derives revenues from admission fees, concessions, parking, horse racing, midway, lease of facilities and other self-generated sources.



Significant Issues



The Fair is projected to receive about $1 million in gaming revenues in this bill. At the request of the Fair, these funds have been budgeted in capital outlay.



The budget proposed in this bill reduces current staffing at the Fair by 17.5 positions, reflecting a guideline employed by the Legislative Finance Committee (LFC) to delete positions which had been vacant for over three months. Eight of these positions had been vacant for more than two years at the time this budget was prepared by the LFC.



CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP



Both the House Appropriations and Finance Committee substitute for House Bills 2, 3, 4, 6, 7, and 263 and the Senate Finance Committee substitute for Senate Bills 2, 4, and 7 contain appropriations for the State Fair. The SFC bill contains the appropriation in SB6, but does not contain the budget adjustment authority in this bill.
