SUMMARY
Synopsis of Bill
House Joint Resolution 19 proposes to transfer one-half acre to Chaves County for the purpose of constructing and operating a fire station to serve the Roswell Correctional Center and surrounding area.
Significant Issues
According to both the Corrections Department staff, a fire sation adjacent to the facility would result in almost instantaneous response in the event of a fire or other emergency. There is also some possibility that the fire station might be used to train correctional officers or inmates to fight fires. The Corrections Department is concerned that the transfer of property not interfere with the operations of the facility.
The General Services Department staff comments that funding sources for fire stations typically require the construction be on property owned by county government. Grant money is available to construct and equip local fire stations, but not to purchase property. Transfer of the land would allow the state to leverage the property to the benefit of the state prison facility and other surrounding residents.
FISCAL IMPLICATIONS
Corrections Department may incur a level of expenditure regarding water supply to support the fire station needs. This should be addressed in the planning stage.
