SUMMARY
Synopsis of Bill
The joint resolution proposes to amend Article 4, Section 10 of the New Mexico Constitution to pay legislators a daily salary of $200 for each day's attendance during a legislative session and at interim meetings required by legislative committees established by the legislature.
Significant Issues
Currently, legislators receive per diem at the rate set by the internal revenue service (IRS) for the city of Santa Fe and mileage at the standard (IRS) rate. Legislators receive no other compensation.
FISCAL IMPLICATIONS
The fiscal impact from the general fund is estimated as follows:
Years with 30-Day Sessions | Years with 60-Day Sessions | |
Session | 672.0 | 1,344.0 |
Interim | 800.0 | 800.0 |
Total | 1,472.0 | 2,144.0 |
Also, the secretary of state reports that it costs $17.0 to place a constitutional amendment on the ballot.
CONFLICT
The joint resolution conflicts with Senate Joint Resolution 2 which changes the per diem and mileage paid to legislators to that amount provided by state statute and provides legislators with a salary of no higher than that authorized by law for elected county commissioners in class A counties (approximately $22,358 per member annually).
