Synopsis of Amendment

The HAFC amendment to HJM 18 is technical in nature only, changing "program" to "programs".

Synopsis of Bill

This memorial requests that the Health Policy Commission develop a strategic plan for integrated, publicly funded health care financing and delivery system, including a definition of needed health services, and assessment of the financing and delivery of services, and planning affecting these services. The memorial also requests the Legislative Finance Committee to conduct an audit of the Medicaid Managed Care program.

FISCAL IMPLICATIONS

There is no fiscal impact. Any costs would be covered by existing budget levels.

ADMINISTRATIVE IMPLICATIONS

The Health Policy Commission indicates that the existing administrative capacity would adequate.

OTHER SUBSTANTIVE ISSUES

The Agency indicates that previous analyses have addressed the organizational efficiency and the effectiveness of the existing publicly funded health care system. These analyses and other evidence suggests that New Mexico has the potential to better direct, organize, and leverage funds for health care services to improve access to health care.
