Synopsis of HBIC Substitute



House Business and Industry Committee substitute for House Bill 863 does the following:



1. Removes the appropriation amount from the bill.



2. Removes "successor nonprofit organization" from the definitions section of the bill.



3. Reduces and changes the Attorney General's Review Criteria section and eliminates some of the criteria that were included in the original bill.



4. Removes language regarding public hearings in Section 5.



5. Makes changes and reduces the criteria the department shall use when reviewing the application under the provisions of Section 7.



6. Adds a new section regarding exemption from other approvals, and another section regarding board of finance approval of leases, sales or trades of property belonging to any state agency, local public body, school district or state educational institution for a consideration of at least $25,000 but less than $100,000.
