SUMMARY



Synopsis of Bill



House Bill 833 appropriates $1,500.0 from the general fund to SDE to provide training opportunities to school staff, community members and students to implement safe school plans.



Significant Issues



Included in the public school support request for fiscal year 2000, the State Board of Education requested $1,500.0 to support the implementation of school level safety plans. Of the total request, $1,200.0 was requested to provide in-state travel and per-diem costs to train 5 staff members from each of the 745 public schools for approximately 5 days at $65.00 per day.



FISCAL IMPLICATIONS



House Bill 833 appropriates $1,500.0 from the general fund to SDE for expenditure in fiscal year 2000. Any unexpended or unencumbered balance remaining at the end of fiscal year 2000 shall revert to the general fund.



OTHER SUBSTANTIVE ISSUES



Currently, SDE is working with staff from Department of Health, Department of Public Safety and public schools to develop and implement school safety plans. SDE anticipates that by the end of fiscal year, 16 training sessions will have been conducted and every district will have been represented. Federal funds have supported the training sessions with Center for Disease Control (CDC), Title IV, and Safe and Drug Free Schools grants.
