SUMMARY
Synopsis of Bill
House Bill 805 establishes a six member Legislative Reapportionment Commission when ordered by the Secretary of State based on the need for reapportioning the legislature or the need to provide new congressional district boundaries in the State because of a new federal decennial census or because of court order. The bill also requires the Commission to submit a proposed plan to the Secretary of State for apportioning the Senate and House of Representatives of the Legislature and Congressional districts and submit the report to the President Pro Tempore of the Senate and the Speaker of the House of Representatives.
Synopsis of Bill
The bill gives the Supreme Court original jurisdiction over actions involving challenges to legislative apportionment.
FISCAL IMPLICATIONS
The members of the Legislative Reapportionment Commission shall be paid per diem and mileage as provided in the Per Diem and Mileage Act for nonsalaried state officers.
ADMINISTRATIVE IMPLICATIONS
This bill requires the Legislative Council Service to provide the necessary staff for the Commission and prepare and submit a budget for the commissions's expenses to the Legislature not later than in a session held in a year ending in a nine preceding the convening of a commission.
