SUMMARY
Synopsis of Bill
House Bill 801 appropriates 100.0 from the general fund to the Department of Health in FY 2000 for the purpose of contracting to provide health and education services for homeless children.
Significant Issues
Homeless children are among those who have no health care services and are at greater risk for contracting serious illnesses and diseases. At the present time there are efforts to enroll children in the state child health insurance program, but this transient population does not stay in one place for any length of time and it is difficult to deliver services to them. Appropriation of these monies will provide the necessary resources to serve this very needy population.
FISCAL IMPLICATIONS
The Department of Health has the necessary fiscal controls to properly account for these monies and to contract with the appropriate parties.
ADMINISTRATIVE IMPLICATIONS
Administration of these monies is within the budgeted capacity of this department.
POSSIBLE QUESTIONS
Besides the significant population of homeless children in Albuquerque, are there large populations of homeless children in other population centers in the state?
